Associate Director, Laboratory Systems & Services, Abuja

The objective of the ADLSS position is to provide overall leadership and management of the project laboratory systems and services ensuring coordinated implementation with the clinical, M&E, HSS and Community HIV/AIDS program to achieve project goals. The ADLSS shall be a big-picture strategic level senior position that effectively engages with government and partners to articulate issues affecting the lab system in Nigeria and sharing evidence to inform policy and practice. Monitoring & Evaluation Specialist, Kwara

The success of the MSH-ProACT project depends largely on accurate, complete and timely reporting of achievements to PEPFAR/USAID. Achievement of set targets is of utmost importance. Hence, the objective of the M&E Specialist position is to provide technical leadership in the roll-out of MSH-ProACT M&E plan in the States integrating it with other health systems and generating strategic data for program management, reporting and documentation of best practices.

The Technical Advisor will coordinate the MSH interventions in Akwa Ibom state and to represent the MSH PLAN-Health project in the state. Will be responsible for quarterly work plan for Akwa Ibom in coordination with the Abuja-based multi-functional teams and with Akwa Ibom partners and oversee implementation of the work plan in coordination with MFTs.

The Senior Technical Officer Finance will work in a team led by a Technical Advisor to provide integrated technical assistance for the capacity building of Civil Society Organizations (CSOs) in transparent and effective financial management to improve their sustainability and program effectiveness. The STO will also support other PLAN-Health capacity building efforts in project management, grants & procurement management, proposal development and leadership and management in order to enable the partners to be more programmatically, institutionally and financially sustainable.

The Senior Technical Officer Finance position must have at least three years of working experience in financial accounting, preferably in the NGO sector. Good knowledge of the expectations and demands of USAID and other international donor agencies will be an added advantage. The STO is expected to have strong facilitation skills and be able to train staff of partner organizations

Overall Responsibilities

The objective of the Health Systems Strengthening Advisor position is to provide leadership for building sufficient and sustained capacity at State and LGA levels in HIV/AIDS/TB multi-sectoral strategic planning and financing including related health sector-specific systems strengthening and monitoring for results.

Specific Responsibilities

* The advisor will facilitate strategy development and implementation to improve and sustain state and local government planning, financing and health and HIV/AIDS/TB resource management.
* Provide technical input in the development of an integrated MSH Pro-ACT project plan in collaboration with the Directors, Advisors and State Teams.
* Support the State Team Leaders build capacity of state and LGA management teams to undertake strategic and annual planning, resourcing and monitoring HIV/AIDS and TB programs.
* Assist state and local governments to build and support vibrant public-private partnerships for health and HIV/AIDS that promote participatory decision-making in key processes of state programs.

Technical Officer, Information Technology, Abuja

Overall Responsibilities

The Information Technology TO will work in a team lead by a Technical Advisor to provide integrated IT related technical assistance for the capacity building of CSO and government partners in strengthening their IT management system. Specific Responsibilities

Qualifications

* Bachelor’s degree in Information Technology or a combination of relevant education and experience; A+ or Network+ certification preferred.
* Significant experience with network technologies, including local-area network (LAN) protocols, wide-area network (WAN) protocols, IP routing, DHCIP, DNS, TFTP, and WINS.
* Very strong Excel and database skills (Access, MySQL, SQL Server)
* Significant experience with network hardware, including routers, switches, hubs, and CSU/DSU.
* High degree of computer literacy, proficiency in IT infrastructure configuration, and demonstrated advanced computer skills in Microsoft Office Suite applications required. Program Assistant, Abuja

Overall Responsibilities

The objective of the Program Assistant position is to link logistics with the technical program by supporting the Project Advisors and the Directors. MSH project, Program to build Leadership and Accountability in Nigeria’s Health system (PLAN-Health), which built upon the successes of the Leadership, Management and Sustainability Program’s Capacity Building Project (CB). With PLAN-Health, MSH is focusing on longer-term transformational capacity building that will support both Governmental and Civil Society Organizations to improve their governance, strengthen management systems, and build strong leadership and management skills to achieve results in slowing or halting the impact of HIV/AIDS in Nigeria.

Position: Deputy Project Director, PLAN-Health

Overall Responsibilities
Under the general direction of the Project Director, the Deputy Project Director (DPD) facilitates, oversees and coordinates overall PLAN-Health planning and implementation. Working with the Project Director and the Associate Director for Civil Society Organizations and the Associate Director for Public Sector Institutions, s/he promotes a unified strategic vision and ensures that program activities lead to achievement of program goals and objectives in a timely fashion. The Deputy Project Director, under the general direction of the Project Director, will coordinate all activities under the PLAN-Health project and have responsibility for the successful performance of the technical team. S/he will support the Project Director, and in his/her absence, serve as the official representative of the capacity building project and maintain communication between all relevant stakeholders. S/he and will interact productively and proactively with other MSH team members, USAID and other donor organizations, government agencies, NGOs, and private sector groups.

Responsibilities:
Under the general direction of the Project Director, the Deputy Project Director will:

- Adapt, implement, and oversee an annual project planning cycle that formulates comprehensive annual PLAN-Health project work plans and budgets in accordance with the project’s annual planning cycle.
- Assure integration of technical strategies and the overall operational strategy of the project.
- Direct/coordinate all technical and administrative operations under the PLAN-Health project in close collaboration with the Ads for Civil Society Organizations and for Public Sector Institutions.
- Contribute to, assure, monitor and evaluate the technical excellence of PLAN-Health capacity building interventions.
- Provide leadership for coordinating the various components of the PLAN-Health project in order to achieve smooth functioning and programmatic cohesiveness of the project.
- Provide support to the Project Director for all liaisons between USAID and other collaborating agencies on all technical matters related to the capacity building project.
- Coordinate the PLAN-Health input into the USAID annual COP process.
- Supervise the work and assess the performance of Associate Directors for Civil Society Organizations and for Public Sector Institutions.
- In collaboration with and through ADs, manage and supervise the PLAN-Health staff in the identification of all project activities required to achieve the expected outputs, outcome and goals; in the development of accurate activity profiles; in the recruitment of consultants; and in the oversight of the execution of all technical assistance provided to capacity building project clients.
- Work closely with the Project Director, Associate Director for M&E and the rest of the PLAN-Health Leadership team in developing and applying approaches and tools for effective project monitoring and evaluation.
- Supervisory responsibilities include, but are not limited to, meeting with PLAN-Health staff on a regular basis to discuss issues, track work progress, provide guidance and support, and ensure consistent quality of work; conducting performance reviews; communicating, implementing and assuring adherence to MSH policies, guidelines and values; developing staff skills and knowledge; approving time sheets; and facilitating staff success whenever possible.
- Together with the Project Director, build and maintain good professional relationships with all stakeholders, providing reliable, high quality follow through on all obligations to stakeholders.
- Coordinate and identify with the project staff the training needs and opportunities to support the project.
- Support recruitment of high quality staff as required by the project and in keeping with project policies and procedures and local labor laws.
- Promote effective program learning, helping to ensure that lessons learned are disseminated to appropriate audiences.
- Support the Project Director to ensure timely submission of high quality reports as required by the donor and/or any other stakeholders.
- Other duties as required.

Qualifications
- Minimum of a Master's degree in education/ training in public health, international development, public administration, management, social sciences or a related field.
- Minimum of 12 years experience working with health programs in developing and transitioning countries and, preferably with an excellent understanding of the Nigeria Health sector.
- Significant senior-level work experience in institutional capacity building across the areas of financial management, human resources and strengthening leadership, proposal and grants development, and organizational development and strategic planning
- Significant experience in leading and managing technical teams.
- Experience in implementing and managing programs of similar magnitude and complexity.
- Excellent communication skills, demonstrated leadership, and the ability to work collaboratively across technical disciplines.
- Familiarity with, and understanding of, USAID administrative procedures.

Background Information
Management Sciences for Health's Community Based Support (CUBS) Project is aimed at improving the lives of children and families affected by HIV/AIDS in project state. The goal of this project is to deliver care and support activities to OVC as well as palliative care. Program intervention include care and support for children affected by HIV/AIDS, paediatric home-base care, gender, stigma and discrimination and program related data collection and analysis.
Specific Responsibilities
  • The Senior Program Officer (SPO) will assist the Project’s Chief of Party (COP) in providing overall coordination of interventions for the Project in the State. The Senior Program Officer will manage all activities within the State and ensures coordination and collaboration with the State’s agencies and Commissioners as well as other implementing partners operating within the State.
  • He/she will ensure the integration of project activities into a single strategic approach at the State, Local Government, and Community Levels. He/she will assist the COP in providing an oversight and technical direction to the State Team and collaborates with the Technical Advisor for OVC and M&E to ensure the appropriateness and quality of interventions. He or She is responsible for coordinating all project activities in the States under his jurisdiction.
  • She/he will be the driving force in grantee capacity building and grants management and will work closely with the Technical Advisors to address capacity gaps within the grantees. He/she will support the M&E specialist with ensuring data about all project activities are collected and submitted to the head office.
  • S/he will be responsible for ensuring that NGOs in the state are mobilized to provide quality services to OVC through adherence to national standards and other approved tools of the Federal Ministry
Qualifications
  • Post graduate degree in public health, education, public administration or management, or a combination of equivalent relevant experience and education.
  • Minimum of 6 years experience managing and engaged in health and education projects, Reproductive Health/Family Planning, or Maternal Child Health, or integrated health projects.
  • Demonstrated technical expertise in at least one of the following areas: Child Survival; Reproductive Health/Family Planning, Maternal Child Health, Child survival/Immunization, Organizational Capacity Building, Quality Assurance, integrated health education, and Behaviour Change Communication.
  • Demonstrated successful experience collaborating with community, local, and State-level partners.
