UNICEF Nigeria seeks the services of experienced Education -GEP Specialists to work in the State Agency for Adult and Non-Formal Education (ANFEA), under the guidance of the SPC.

Job Title: GEP Specialists- Non Formal Education (3rd Party Consultant)
Vacancy number: VN-NGR-28 - 3- D- 2012

Requirements
The successful candidate will be expected to carry out the following duties
1. Assist in planning, implementation, monitoring and evaluation of all Non-Formal Education programmes. These will include but not be limited to Integrated Qur’anic Education (IQTE), Second Chance and Special Needs Education, Nomadic and Al Maijiri Education. This will involve providing technical support for increased access, retention and quality in such education schools/facilities;
2. Build institutional capacities within the state agencies for non-formal and adult education, mass education, nomadic education, and special needs education to effectively deliver their mandates;
3. Provide technical support in capacity building of all non-formal education facilitators/teachers and assist in the review, development, and use of primers/teaching modules and materials for training;
4. Assist in establishment and strengthening of associations of Qur’anic, Tsangaya and Islamic school proprietors;
5. Undertake field visits, advocacy, sensitization and mobilization for acceptance and support of improvement of non-formal education provision;
6. Collaborate with other programmes/agencies/CSOs/NGOs/CBOs/FBOs to promote inter-sectorial and integrated approach to non-formal education.
7. Facilitate the mainstreaming of issues relating to non-formal education into SESP/SESOP and State annual education budgets;
8. Provide technical support for institutionalization of existing experiments in nomadic education delivery (including schools in tents and temporary structures and training of “mobile” teachers; peace and conflict resolution programme - to ensure that, during the dry season, resident farmers and pastoralists share scarce resources and live in peace);
9. Support the domestication, dissemination and implementation of national framework for the integration and development of Almaijiri education into UBE scheme;
10. Ensure that UNICEF protocols are used to resource project activities, and keep accurate and transparent accounts of all inputs and resource use;
11. Facilitate institutionalization of systems for effective and accurate data collection and analysis; keep accurate records of GEP3 activities as appropriate in ANFEA, SAME and other non-formal education agencies;
12. Liaise with and between all bodies and institutions involved in GEP activities, including local and international development partners (including ESSPIN/ Action Aid/ Save The Children, etc.), and ensure the effective pursuit of project targets and implementation of activities in the non-formal sector;
13. Produce regular monthly/quarterly reports and submit to the Director Executive Director, and to the SPC.


Minimum qualification & competencies:
The candidate for this position must have a higher degree in education.
Minimum of 8 years’ experience as in IQTE/ 2nd Chance/ NFE/Special Needs/ Nomadic/ Al Majiri Education

UNICEF Nigeria Recruits Monitoring & Evaluation Specialist

UNICEF Nigeria seeks the services of an experienced Monitoring & Evaluation Specialist who will under the supervision of the Programme & Planning Specialist ensure that the UNICEF Country Office has useful, valid and reliable information on the situation of children’s and women’s rights and the performance of UNICEF-supported programmes including their relevance, efficiency, effectiveness, and sustainability, and in emergency contexts, their coverage, coordination and coherence.

The incumbent will support work within the UN country team to support UNCT goals for delivering valid and reliable information on the attainment of the MDGs and other goals, and on the performance of UN-supported programmes and also assist in the development of national capacities for monitoring, evaluation and research, with special attention to the interest, concern and participation of government, community, and civil society stakeholders.

The successful candidate will be expected to carry out the following duties:

Organise Programme mid-term review, annual reviews, previews, meetings. Analyze and evaluate data to ensure achievement of objectives and recommends corrective actions, when necessary. Provide technical advice to programme staff, government officials and other counterparts on planning and management of integrated monitoring and evaluation.
Design data collection methodologies and research related to programme interventions; (Sentinel Site Survey, Rapid Assessment (RAP), Knowledge Attitude Practice (KAP), etc.). Conducts research and data analysis. Assists in the introduction of new approaches and methods in project monitoring and evaluation.
Assess trends and measures outcomes relating to achieving National Plan of Action (NPA) goals, in context of country programme. Maintain a data bank of social indicators on the situation of women and children and assist partners to do the same.
Contribute towards the preparation of the Situation Analysis. Prepares Country Programme integrated monitoring, evaluation and research plans.
Assist Government authorities to plan and organize M&E training programmes. Identifies training needs for the purpose of capacity building in monitoring and evaluation. Liaises with the regional M&E Officer and the Evaluation and Research Office at UNICEF Headquarters in this regard.
Prepare the Monitoring and Evaluation sectoral documents for the Country Programme Document (CPD) and Plans of Operations, Plans of Action, Country Programme Summary Sheet (CPSS).
Participate in the development of the Monitoring and Evaluation section's workplan, ensure compliance to specific assigned objectives. Provides guidance and support to staff.
Prepare the programme status reports required for management, board, donors, budget reviews, programme analysis, annual reports, etc.
Collaborate with the Information/Communication staff in the selection and dissemination of statistical results from the Situation Analysis to national and local levels.
Ensure the accurate and timely input of programme information in the computerized programme system, and issuance of status reports for monitoring and evaluation purposes.

Minimum Qualifications & Competencies

Advanced university degree in social sciences, statistics, planning development, planning.
At least 5 years specific experience working with monitoring and evaluation systems of international development projects. In-depth knowledge of planning, monitoring and evaluation systems, methods, and tools within a development context; must be able to demonstrate experience in direct support of the development M&E tools and managing/supporting evaluations, including managing consultants.
Experience in training, facilitation, and/or program support, especially related to capacity building for M&E. Experience in supporting partners’ needs. Ability to formulate strategies and concepts
Experience in both writing and reviewing evaluation terms of references, with a strong skill set in both qualitative and quantitative methods. Experience with Randomised Control Trials (RCT) models and quasi-experimental impact evaluations preferable.
Fluency in English required. Knowledge of another UN language an asset.
Demonstrated ability to work in a multi-cultural environment and establish harmonious and effective working relationships, both within and outside the organization.
